To help speeding up the growth of outstanding young scientific and technological personnel, meanwhile to lay a better foundation for carrying out the strategy of Shanghai innovation drive and transformation development, the Science and Technology Commission of Shanghai Municipality decided to implement “the Shanghai youth science talents to sailplan” (上海市青年科技英才杨帆计划) since 2014. This plan will provide foundations to outstanding youth science and technology talents to independently carrying out scientific research and developing innovative ideas.
